Hempshaw Park: A new public park and homes for Stockport

The vision is to complete the regeneration of historic Hopes Carr and revitalise Hempshaw Brook.

The applicant, Tala Homes, is currently preparing two planning applications.

We have designed 106 apartments overlooking the new park with provision for a small number of town houses in a later phase. The vision for the development  is to complete the regeneration of the historic, but derelict Hopes Carr area  and revitalise Hempshaw Brook.

Introduction

The proposed development is a partnership between Tala Homes and Stockport Council to bring forward a residential development on part of the site, provide safe access to Hempshaw Brook and transform the valley into a valuable town centre urban wildlife park for all.

The applicant has successfully invested in communities throughout the UK in the past 20 years, developing sustainable, high quality residential and commercial schemes.

Why is the development being brought forward here?

Hopes Carr is a steep-sided valley in Covent Garden Village in the historic centre of Stockport.

The plan restores the 19th century urban landscape, replacing long-demolished industrial mill buildings with new homes.

The proposals respect the memorial to the 1967 air crash, which is commemorated with a new memorial garden, in the south east corner of the site.

All councils in England must provide sufficient land to accommodate the future housing growth needs of their borough and, in Stockport, not enough immediate land is available to accommodate the number of new homes that need to be built to satisfy demand.

We have designed 106 apartments overlooking the new park. Stockport Homes Group is in discussions with Tala Homes to become the housing delivery partner for this development.

The aspiration is to include the new homes for shared ownership, which helps affordability, market sale and rent.

Stockport Homes Group is the town’s largest landlord and dedicated to meeting housing and social needs to transform lives for the people of Greater Manchester.

Suitable for development

Our designs have been informed by the Hopes Carr Masterplan, written and adopted by Stockport Council, and the site lies within the town centre regeneration area, which positively promotes Hopes Carr as an appropriate location for new homes. The site included in the planning application covers just under 1 hectare but only 18% is proposed for residential development, the remainder will be retained as open, green space.

The vision for the development is to provide:

  • A neighbourhood with a strong sense of community that integrates well with the existing urban environment
  • A development based on sound design principles with regard to the surrounding urban habitat and its neighbours
  • Respect for the history, local setting and character of the area;  investing, protecting and enhancing this neighbourhood
  • A high quality, safe, healthy and attractive place for residents to live and play
  • The regeneration of a disused and derelict area of urban space
  • The delivery of much-needed new housing for the local community
  • A new public park and open space for all residents in the Hopes Carr neighbourhood

Benefits of the proposals

There is an urgent need for new housing in Stockport, which the council is unable to demonstrate how and where these new homes will be built to satisfy the town’s  five year housing land supply. Without sufficient supply, the demand for new homes can be inflated – and so too can prices. There is less choice and local people may have to move away.

Our proposals will build a mixed and balanced community within the Hopes Carr area to help sustain the town centre’s growing attractiveness.
